The reason I keep saying it gooooooooose, is because most men wouldn't go near celebrating a womens final the way he did (unless you think they would goose? Do you think they would?)

Secondly Simeone represents a club within a city in Spain so it's down to the club or Spains FA to decide where a club in one of their cities sits compared to their national representation at any World Tournaments. Rubiales is a dignitary for SPAIN as a whole country in the sport of football who will be more worried about upsetting FIFA than a World audience. They are also a country who still values it's royalty and is why they still have them there playing a role for their country. I doubt Simeone would ever get that kind of high up not being Spanish himself.
